Osamu Kunii, Head of the Strategy, Investment and Impact Division, announced the appointment of Abigail Moreland as the Head of Access to Funding, effective 1 April.
In her new role, Abigail will drive cross-divisional collaboration, with an end-to-end view of how all the pieces of access to funding can work most effectively.
“We are delighted to have such a strong addition to the SIID management team,” said Dr. Kunii. “We look forward to working closely to roll out the new funding model for greater impact.”
In her role as Head of the Transition Team within Grant Management, Abigail was instrumental in the successful launch of the new funding model transition phase in 2013. She has been deeply involved in the development of the policies related to the new funding model and the allocation of funds in 2014. She worked closely with teams across the Secretariat to ensure that the materials, trainings and tools were ready for roll-out and that the communications about the new funding model keep key stakeholders within and outside the Global Fund up-to-date.
As Head of Access to Funding, Abigail will coordinate and oversee the process for allocating and approving funds, including the new funding model allocation process, the application review by the Technical Review Panel (TRP) and Grant Approval Committee (GAC), the grant approval process by the GAC and the Board. She will be responsible for ensuring the strong support to country teams and countries as they develop concept notes, learning and improving continuously the tools, processes and approaches. She will also lead policy development related to Access to Funding, work closely with internal and external stakeholders, and ensure effective communication of Global Fund policies related to Access to Funding.
Abigail joins the Global Fund from the Boston Consulting Group, where she spent 8 years working with private sector clients and a number of Global Health organizations, including the Roll Back Malaria Partnership, the Stop TB Partnership, the Bill and Melinda Gates Foundation and the Partnership for Maternal, Newborn and Child Health. Prior to BCG, Abigail worked analyst and project manager at the National Bureau of Economic Research in their Health Economics division.
